Part of Project 06, the plan focuses on leveraging population data, digital identification, and electronic authentication. Key priorities include regulatory reform to encourage innovation, investment in digital infrastructure, developing a skilled workforce, enhancing data connectivity, and promoting enterprise-led innovation.

Universities will expand programs in science, technology, and digital fields, while a national platform for technology trading will connect businesses with advanced technologies. The government aims for 80% of applications to be processed digitally and 40% of adults to actively use online public services by 2025.
