Lula urged BRICS leaders to unite against unilateralism and lead reforms in global governance. He emphasized environmental leadership through a new UN Climate Council and a forest preservation fund. Lula called for Security Council expansion and a strong BRICS voice at the UN General Assembly.

Brazilian President Luiz Inácio Lula da Silva, during a virtual BRICS Leaders’ Meeting, called for the bloc to unite against unilateralism and global instability. He stressed that BRICS, representing 40% of the world’s GDP, has the legitimacy to lead reforms in global governance. Lula condemned “tariff blackmail,” describing it as a tool for market domination and interference in domestic affairs.

A major focus of his speech was the environmental agenda. Lula proposed the creation of a United Nations Climate Change Council to centralize global climate governance and introduced the “Tropical Forests Forever Fund” to compensate nations for preserving vital ecosystems. He argued that revenues from fossil fuels should finance ecological transition and that the Global South must lead a new development model aligned with environmental preservation.

Concluding his address, Lula urged BRICS to present a united stance at the upcoming UN General Assembly, defending revitalized multilateralism and pushing for the expansion of the Security Council with new members from Latin America, Africa, and Asia. He emphasized that BRICS has become the new name for the defense of multilateralism.
