An expert session held by TV BRICS during COP30 focused on the region of Sakhalin Region, Russia, as a case study for low-carbon development.
Speakers reported that Sakhalin achieved carbon neutrality ahead of schedule — by 2024 — by increasing gasification from ~14 % to ~64 % and improving energy-efficiency systems plus developing a carbon-unit market mechanism.
Experts emphasized that Russia’s mindset is shifting: sustainable development is increasingly viewed as an engine of internal growth rather than just a reaction to international pressures. They offered to share technological solutions (e.g., hydropower, carbon-unit frameworks) with other BRICS countries on a collaborative basis.
