From the End of UNSC Resolution 2231 to the Birth of a Global Order within BRICS+
At the dawn of a new global transformation, the world is witnessing the gradual erosion of unipolar dominance and the rise of a plural, multipolar order. In this historical juncture, nations of the Global South are offered a unique opportunity not to oppose the existing order, but to balance and humanize it — shaping a fairer, more participatory global economy.
For the Islamic Republic of Iran, the formal conclusion of UNSC Resolution 2231 marks not only the end of a period of restriction but the beginning of a new era of active engagement in designing a Responsible and Universal Economic Order of the Global South.
Through its membership in BRICS+, the Shanghai Cooperation Organization (SCO), the Economic Cooperation Organization (ECO), and the Eurasian Economic Union (EAEU), Iran has positioned itself as a unique bridge between East and West, between Asia, Africa, and the Mediterranean.
This article explores how Iran, guided by its mindware diplomacy and inspired by the School of Globalogy and the Quantum-Mystical Thinking Paradigm, can play a pivotal role in establishing a responsible and elevated global economic order — one that arises from the South, for the South, and by the South.
- Theoretical Framework: From Global Governance to the Responsible Economy
The current world economic order emerged from the post-WWII Bretton Woods system, which centralized global finance and trade under limited decision-making centers. Over time, this framework has failed to reflect the voices and needs of developing nations.
In contrast, the concept of a Responsible Economy argues that economic activity must be rooted in ethical responsibility, sustainability, participatory governance, and long-term social value creation rather than mere GDP growth.
Drawing from the School of Globalogy — which views the world as an interconnected, living, and co-creative field of moral, intellectual, and technological energies — the economy itself becomes a manifestation of consciousness and balance.
Thus, the Responsible and Universal Economic Order is not just an economic system but a moral and civilizational framework where justice, shared technology, human participation, and environmental harmony converge.
Key principles of this emerging order include:
- Genuine participation of Global South nations in shaping economic rules.
- Creation of local value chains instead of raw-material dependency.
- Technological transfer and innovation from South to South.
- Reduced dependency on the dollar through alternative financial mechanisms.
- Ethical, ecological, and community-based governance models.
- The BRICS+ Core and Iran’s Strategic Position
BRICS+ core — China, Russia, India, Brazil, and Indonesia —** represents the living roots of a new global paradigm:
- China provides capital, technology, and global trade connectivity.
- Russia contributes energy resources and strategic depth.
- India offers demographic vitality and technological innovation.
- Brazil anchors sustainable development in Latin America.
- Indonesia symbolizes moderate and balanced growth across Southeast Asia.
Iran stands as the connecting nerve of this architecture — the bridge linking East to West and the Middle East to Africa.
With the lifting of UNSC restrictions, Iran’s renewed engagement with BRICS+ gives it an exceptional opportunity to synchronize the intellectual and ethical foundations of a new order, rather than merely participate economically.
Iran’s Mindware Diplomacy, rooted in cultural depth, intellectual capital, and strategic geography, allows it to operate as a conductor within the BRICS+ orchestra — harmonizing the flow of ideas, technology, and finance toward the Global South.
- The Regional Core: Iran, Saudi Arabia, Egypt, and Algeria
While the BRICS+ core drives global architecture, the regional engine of the Responsible Economic Order lies in cooperation among Iran, Saudi Arabia, Egypt, and Algeria — four nations that can embody the spirit of South-South complementarity.
- Iran: The intellectual and strategic nexus; the hub of global mindware diplomacy.
- Saudi Arabia: The financial and investment powerhouse.
- Egypt: The logistic and demographic bridge between Asia and Africa.
- Algeria: The energy gateway to North Africa and the Mediterranean.
Together, these four nations can form the Heart of Cooperation, capable of connecting the African, Asian, and Latin American markets and launching tangible projects under BRICS+ frameworks with the support of China, Russia, India, Brazil, and Indonesia.
- Institutional Proposal: The International Secretariat for a Responsible and Universal Economy (I-NEREW)
To consolidate this process, Iran can propose the establishment of a permanent institutional body:
Headquarters: Tehran
Regional Offices: Riyadh, Cairo, Algiers
Founding Members: Iran, Saudi Arabia, Egypt, Algeria, China, Russia, India, Brazil, Indonesia
Core Functions:
- Drafting the Charter of the Responsible Economy of the Global South.
- Establishing the Responsible Development Fund of the South in cooperation with the New Development Bank (NDB) of BRICS.
- Creating a South Innovation Network linking universities, startups, and industries.
- Publishing the Global Responsible Economy Index annually.
- Hosting South-South Policy Forums for community and civil participation.
Operational Phases:
- Phase I (Year 1): Founding, consensus-building, and pilot project selection.
- Phase II (Years 2–3): Implementation of renewable-energy, logistics, and digital-value-chain projects across Africa and Asia.
- Phase III (Years 4–5): Institutionalization, expansion to Latin America, and global presentation of the model to the UN and the African Union.
- Iran’s Strategic Mission
In this evolving BRICS+ order, Iran holds three essential missions:
- Intellectual Architecture: Introduce the theory of a Responsible and Universal Economic Order under the School of Globalogy.
- Institutional Architecture: Establish I-NEREW as the operational heart of the Responsible Economy.
- Field Architecture: Implement cross-regional projects in technology, energy, and human-development sectors linking Asia, Africa, and Latin America.
Conclusion
The conclusion of Resolution 2231 marks not an end, but a beginning of responsibility — a call for Iran to translate its civilizational heritage into an economic vision for humanity.
By uniting with China, Russia, India, Brazil, Indonesia, Saudi Arabia, Egypt, and Algeria, Iran can ignite a new stage in global economic evolution — one based not on competition but on co-creation, justice, and shared progress.
The envisioned order is neither anti-Western nor utopian; it is a balanced, ethical, and participatory alternative where humanity, not capital, is the axis of development, and technology, not domination, becomes a pathway to coexistence.
In this journey, Iran stands as the moral and intellectual heart of the Global South, entrusted with a sacred mission:
to weave together civilizations and awaken a just, responsible, and universal economic order for the world to come.
