BRICS will adopt the world’s first multilateral AI governance declaration at its July 2025 summit. The agreement seeks fair access, transparency, and regulation of AI technologies. It positions BRICS as a global leader in shaping AI standards.
The upcoming BRICS Summit, scheduled for July 6-7, 2025, in Rio de Janeiro, will mark a historic milestone as member states prepare to adopt the world’s first multilateral declaration on artificial intelligence governance. Brazilian President Luiz Inácio Lula da Silva emphasized that without coordinated global regulations, AI benefits would remain concentrated in the hands of a few major corporations, deepening global inequalities.
The declaration, which was previously agreed upon at the BRICS+ foreign ministers meeting in April, aims to establish fair access to AI technologies, promote transparency, and address the growing ethical and social risks associated with rapid AI development. The framework reflects BRICS’ growing influence in shaping global technology standards, especially as the bloc now represents over 40% of the world’s population.
With major players like China and Russia actively pushing for independent AI governance models, the declaration could shift the global AI regulatory landscape. Analysts predict that BRICS-driven AI policies may generate $350B to $600B in economic value for member states by 2030, positioning the bloc as a central force in future AI leadership.
